Joseph Brifman | Director & President

Profile

  • Master of Science in Radio Engineering from the Polytechnic Institute (State Technological University) of Ukraine, (USSR) 1970.
  • Special Training in Electrical Engineering Ukraine (USSR) 1968.
  • Special Training in Computer base Technological Systems Ukraine (USSR) 1969.
  • Special Education, Training, and Licenses in Financial Management (USA) 1982 till present.

Relevant Experience & Accomplishments

Experience

  • Successfully developed first special engineering department for implementation of computer-based technological test systems for jet engines, metallurgical processes and airplanes in former Soviet Union. The major line of business of the department was to be the communication link between the scientific institutes of the Academy of Science and other scientific organizations and end users. Engineering development of the necessary hardware including manufacturing, Software development. Installing the systems into actual technological process. Fine tuning. Training of the end users' personnel. The major function of the department was to bring research and development projects (done by scientific organizations) to the level of practical use by the end users. Total staff 200 people with more than 80 with advanced degrees. Total budget of department $15 million in U.S. dollars.
  • Successfully organized and established first national company in Soviet Union for development and implementation of computer-based high-tech systems for automobile industry. Total staff 800 people including eight engineering departments and experimental factory with 150 employees - in 1975. Budget $150 million in U.S. dollars. Both enterprises were organized in the Soviet Era, but had operated outside the traditional up-down level structures.

American Experience

  • Productivity coordinator and corporate planner for ZALE'S corporation (the largest jewelry company in the world). Responsible for the productivity of 1200 stores in 1980.
  • Successfully developed a Financial Services franchise with major financial corporation. Last twenty four years in position of NATIONAL DIRECTOR - FRANCHISOR of 8 FRANCHISES including 700 agents. Servicing individual clients as well as corporate.
  • Developed two high-tech (science brokerage) companies: Russia Research & Development Enterprise, and Ukraine Research & Development Enterprise. Served as president of both companies. Both companies are U.S. companies, registered with federal agencies in 1992. Due to unstable political, and economical situation in Russia and Ukraine both companies were put on inactive status. Ukraine Research & Development Enterprise (URDE) was reactivated in 2004.
  • Owner of the Development Company.  Total value of the development $85,000.000,2006 to present.
  • Honorary Co- Chairman of business Advisory Council the National Republican Party Texas Congressional Committee.
  • Awarded the National Republican Party Committee -Congressional Order of Merit.

Samuel E. Cline | Director

Mr. Samuel Cline attended Western Carolina University, majoring in Geology. He has worked in the construction industry for 47 years, primarily in sewer/water/storm piping, earth moving and road construction. He has bid infrastructure projects in the Caribbean, Egypt, Kuwait, and Jordan. Mr. Cline established S.E. Cline Construction, Inc. in 1996 and managed the company until his retirement in 2012.

David Lusby | Director

Mr. Lusby has been Vice President of Commercial Land Sales for Palm Coast Holdings since its inception in 1996. Prior to that, Mr. Lusby was Vice President of Commercial Properties for ITT Land Corporation in Palm Coast. He has an extensive background in commercial real estate with expertise in sales, marketing, leasing, management of income properties, and working with national retailers and retail developers on site selection. He holds a bachelor's degree in Business Administration, with emphasis in real estate, from Arizona State University. Mr. Lusby is a licensed real estate broker.

Bruce J. Parker | Director

Mr. Bruce J. Parker is Managing Director for Commercial REO and Special Assets at BBX Capital and serves as Vice President of its subsidiary Heartwood 4, LLC. He previously served for four years as Senior Vice President and Manager of Special Assets for BankAtlantic. During this period, Mr. Parker was responsible for management of distressed commercial real estate loan portfolios, which totaled in excess of $400 million. During two separate tenures over more than 16 years, Mr. Parker served as Vice President of Land Development for Levitt and Sons, LLC. During this period his responsibilities included all development activities throughout Florida, Georgia and South Carolina for Levitt and Sons' 6,800 single-family detached and townhouse lots. In addition, Mr. Parker has significant experience in other real estate sectors and commercial construction, including serving as Vice President of Project Management for Petracca & Sons, Inc., and Project Manager for HRH Construction, both in New York.

Tom Gibbs | Director

Tom Gibbs is the President of Flagler Pioneer Group and Kings Pointe Developers and is also the owner and Manager of Tom Gibbs Chevrolet in Palm Coast.
